    Eight foreign ministries asked Washington to enforce Israel's compliance with "the Comprehensive Plan and its Road Map" — merging two texts that part company on where Hamas's weapons end up. The Comprehensive Plan puts them permanently beyond use under independent monitors; the Road Map warehouses them inside Gaza under a Palestinian committee, with an express bar on handing them to Israel. Israel agreed to the first and never to the second.
